Specifically, the UCR system supports items 2 and 3 of the Hartford Consensus T.H.R.E.A.T. protocol.
  
  The UCR System was developed through the collaborative efforts of Combat and Tactical Medics, law enforcement officers, and medical professionals, individuals who may all find themselves in the role of first responders in a rampage scenario. The Hartford Consensus states that blood-stopping wound care is the most urgent action for reacting to trauma. The UCR Slingpack, Thigh Rig, and IFAK Pouch are designed to provide the fastest access to hemostatic wound care materials.
