5.11 Tactical's new Urban Casualty Response (UCR) System, shown here with the UCR IFAK Pouch in Storm is designed to provide first responders and professionals with a solution to help respond to Active Shooter or Mass Casualty Incidents (AS/MCI). Specifically, the UCR system supports items 2 and 3 of the Hartford Consensus T.H.R.E.A.T. protocol.
The UCR System was developed through the collaborative efforts of Combat and Tactical Medics, law enforcement officers, and medical professionals, individuals who may all find themselves in the role of first responders in a rampage scenario. The Hartford Consensus states that blood-stopping wound care is the most urgent action for reacting to trauma. 5.11's UCR IFAK (individual first aid kit) pouch allows you to carry an emergency kit and basic medical supplies within arm's reach. The bag features a flip-open zippered front with a brightly colored interior for quick access in low-light conditions. Elastic straps provide additional attachment options.
